[SIS-CFDPV1] CCSDS 727.0-B-6 - New Draft

I have just uploaded a new draft for the CFDP B6 standard to CWE:

I did not make as much progress as I have had hoped for but thanks to Colin Haddow we have the new feature table in Section 7.4 and the PICS cleaned up.

My intention for the CDFDP WG meeting is to go through the current draft and identify any points which still require discussions. After the meeting, we will try to clean-up the draft and sent it around for in-depth WG review.
