[SIS-CFDPV1] [Sis-dtn] Change in SIS Area Director

Dear Keith,

your tenure has been marked by remarkable progress towards our collective
vision of a network to span the solar system and much of the credit for
that is due to your inspired leadership and capable technical input. THANK
YOU!

Scott would be a most worthy successor, having been at the core, literally,
of the DTN Bundle protocols and a consistent and reliable guide for the
evolution of these important protocols.

This project, which began in 1998 and had roots going back much farther
into packet environments for space communication, has managed to succeed
despite very limited funding. That's thanks, in part, to the devoted and
often voluntary efforts of a long list of participants. We all remember
Adrian Hooke's persistence and enthusiasm for this work and your tenure,
Keith, has burnished Adrian's long-lasting vision.
