[Sis-ams] updated AMS Red Book

The AMS interoperability testing performed at APL Wednesday-Friday of this past week went very well, thanks to a lot of hard work by David Edell, Pat Donahue, and Tim Ray. But we still need to repeat the Remote AMS section of the test plan to be sure we exercise a simpler and safer procedure for replication of petition cancellations that we worked out on Friday morning. We think we can do that follow-up interop testing over the Internet; a test session is scheduled for this coming Friday.
Meanwhile, I've uploaded to the AMS CWE page a revised Red Book that reflects the RAMS change (see section 4.4.7.3). The revised book also restores the Flow Label byte in the AAMS message as I proposed in an email a couple of weeks ago, to which nobody has objected so for; easy enough to pull it out again if we decide against it.
