[SEA-TIME] No more leap second

CGPM decided no more leap seconds this week, after 25 years of discussion.
The won’t worry about time not lining up with solar noon until the discrepancy is on the order of an hour.
This “kicks the can down the road” about 1000 years.

And they complain that CCSDS is slow
