[SEA-TIME] Updates to strategic plan for time

Here’s the two goals currently listed that are “time relevant” –
I think they are both ok, but I think the first might really be a cooperative goal with MOIMS and CSS (and maybe DTN).   Whether Time Management WG should be the one to work a standard is another question.
