[SEA-TIME] Projects

I found a project that Peter had entered, after I entered a new Magenta book project. I added a project for the Green book updates.  If you go to the cwe.ccsds.org frameworks, and look at "draft projects" under 1.07, you'll see them.
I propose we merge the two Magenta book projects (they're addressing the same need). Feel free to edit the description and resources.  I'm not sure we actually need to assign a book editor yet.  Next step is to build the schedule for the two projects.
