[SEA-TIME] [EXTERNAL] [BULK] Proposal for new epoch (CCSDS spring meeting)

Hi All,

If you don’t mind, I have a few questions on the provided proposal:

  1.  When would this take effect?
  2.  How would a recipient know if the time is epoched to 2020 or to 1958 (is there a flag or a modulo)?
  3.  Would it be implemented to be backward compatible?
  4.  Has this been socialized with the BIPM to ensure with certainty that there will not be a leap second between now and when they plan to terminate UTC leap seconds in c2035, or to understand if BIPM or National Metrology Institutes have comments on the proposal?
