[SEA-TIME] Time Management schedule for Fall meeting 2023: Updated schedule.

For those who didn't get the latest updates on the schedule, the Time Management WG will meet on the following timeslots (CET):

- Monday 6th November: 13h30-17h30
- Wednesday 8th November: full day
- Thursday 9th November: 8h45-12h30 (TBC)
