[Sea-time] New date for time management teleconference

I just developed a conflict for our teleconference scheduled for Feb. 
13.  I am sorry, that day no longer works for me.

I propose that we delay the meeting by one week, to Feb. 20, at the same 
time, 3 pm GMT.  Please let me know if you will NOT be able to support 
the new date.  If that doesn't work, we'll think more about what to do.

For your reference, here are the action items we agreed to discuss in 
the February meeting:

  * Updated mission survey of time requirements (L. Pitts)
  * Create Green Book template with initial inputs, inc. NASA time
    distribution methods  (Hamkins)
  * DLR time distribution methods Green Book inputs (Stangl)
  * ESA time distribution methods Green Book inputs (Rovatti)
  * Prepare BDS presentation for February teleconference (Zhou)
