Dear CCSDS Secretariat,

Please find attached the SEA resolution concerning the request for CMC authorization to formally initiate the document projects to create the CCSDS Application and Support Magenta and Green Books.  These documents are the response to the CMC request that the SEA produce a "CCSDS Reference Architecture".  The initial analysis and descriptive work has actually begun in the SAWG and the initial draft of the approach, in PPT format, as agreed by the CMC, is nearing completion.  This request is to approve the formal document projects and to provide the necessary resources to create the actual Magenta and Green Book documents.

These CCSDS Application & Support Layer Architecture are being produced in a phased approach: The initial cartoon version describes MOIMS / SOIS applications domain, the services, functions, interfaces, and information objects and their use of CSS, SLS, SIS, and SEA services and functions, based on SCCS-ARD. The primary focus in this document is upon the applications domain (MOIMS and SOIS), and their services and interactions.  The underlying communications layers and related services, from SLS, SIS, CSS, and SEA are already well covered in the SCCS-ARD and ADD.  Following concurrence on the contents of the initial draft, in PPT form, a more complete MB & GB document version will be produced.

The document will describe how all of the CCSDS application and support layer (file and message) standards fit together, and how they rely upon underlying communication services, providing, in combination, a complete map of the CCSDS architecture.  During development of the MB the WG will review any necessary services, interfaces, functions, information objects, and ontology terms with the affected working groups.  The document will be developed with the direct support and involvement of SOIS and MOIMS area experts.

CONSIDERING that:

The CMC requested the SEA to produce a "CCSDS Reference Architecture, and that
The SEA has already supported the CSS in the production of the CCSDS Space Communication Cross Support Architecture documents, CCSDS 901.1-M-1 and CCSDS 901.0-G-1, which cover the SLS, SIS, CSS, and SEA area standards, and that
The SEA System Architecture Working Group (SAWG) has produced an initial PPT version of the Application and Support Architecture, reflecting the features of the MOIMS and SOIS application layer architectures, and that
This initial approach, in PPT form, has been reviewed with the affected MOIMS and SOIS WGs, and that
Any major changes required to be made to these PPT materials will be reviewed and agreed to before formal document preparation commences.

And RECOGNIZING that:

A CCSDS Area Director is responsible for requesting CMC approval and resources to initiate a new document project, and that
The CCSDS Organization and Processes (A02.1-Y-4 cor 2) in Section 5.5.2 requires that the AD request CMC authorization to initiate a formal document project.

RESOLVES to request:

That the Secretariat initiate the CMC review for approval of these two related projects.
