[CCSDS Observers] CCSDS request for additional resources/experts

Dear CCSDS Observer Agencies and Associates:

As you probably know, our normal CCSDS standards development process for blue books (normative, implementable standards) requires two independently developed prototypes to test interoperability, in order to confirm the draft standard is accurate and interpretable.   And as you also know, most CCSDS member agencies are enduring budget reductions that impacts our ability to produce CCSDS standards.  The attached PPT chart shows some specific standards document projects that CCSDS is having trouble producing because of resource shortages in member agencies.  The resource (man month) estimates are only to gauge initial interest.  Your organization should develop your own estimates, because many organizations calculate the basis of those resource estimates differently.  Your team should validate or revise those estimates after you look more closely at the effort.

The following action item has been placed on the CCSDS member agencies to try to keep these important document projects alive.

The CMC members were requested to review Nestor Peccia's chart on resources needed for the short term and provide a response to the Secretariat. The Secretariat was also instructed to circulate the chart to Observers and Associates for potential contributors.

This message is our effort to get Observer Agencies and Associates involved in solving these problems.  Please look at the attached list of projects (including work estimates in Man Months [MM]), and see if you can volunteer to develop a prototype based on the draft standard.  Reasons that your agency should consider this:


*         This is very good and rewarding work for your teams and employees.

*         It advances the CCSDS cause of enabling interoperability between the space agencies of the world.

*         Since your teams are "fresh eyes" on the draft specification, they are the best test for the accuracy and clarity of the document.

Also, of course, we welcome any participation beyond prototyping, such as contributing document text and assessments.
