[MOIMS] Time BoF charter

Dear Peter,

please find some preliminary comments from MOIMS. I have seen this 
document only today and I could not arrange for a full MOIMS response.

Personally, I would like to understand better the relationship between 
what you propose and the SM&C WG that has in their current plan of work a 
"Time Services".  I understand that there is already a planned slot on the 
SM&C agenda for Mountain View to discuss the matter.  Therefore I would 
suggest to postpone the finalisation of the WG charter after that.
