[MOIMS] Comments on the RID System

Nestor,

fro the record, please find the MOIMS comments on the RID System. They are 
organised in 2 files one with the comments form NAV and me and one with 
the comments from the SM&C WG. Considering that most likely they will not 
be implemented, I decided not to waste time to try to integrate them into 
a single file.

Should this be needed, I could certainly do this.
