Nestor,

Technically there are two avenues we could pursue:
1) to provide a virtual environment for proving new books
2) to provide an instance of the existing testbeds for people to test 
their implementations against, if you like checking against the reference 
implementations. 

As it currently standards, the MO Testbeds are designed to be run locally 
so it would take a little effort to get it set up but probably not much

Obviously, CCSDS should really plan this as a significant test facility as 
it will need to be funded, administered, etc.

My personal opinion is that SM&C WG is the best suited to have a pilot 
Project, but NAV and DAI please analyse it.
