Subject: CESG RESOLUTION CESG-03-014: "Radio Metric and Orbit Data"
In response to CESG Resolution CESG-03-014, the Secretariat conducted an
electronic poll of the CCSDS Management Council, beginning 2003-11-17 and ending
2003-11-28, to seek approval of the following proposed CCSDS Management Council
Resolution:
MC-E03-08. The CCSDS resolves to change the status of Radio Metric and Orbit
Data, CCSDS 501.0-B-1, from CCSDS Recommendation to CCSDS Historical Document
after verifying that no ongoing program is currently using or planning to use
this document as a normative specification.
Result: Nine of ten CCSDS Member Agencies responded to affirm the proposed
resolution. One Member Agency, RSA, did not respond but is presumed not to
disagree. The Resolution is therefore adopted.

CESG RESOLUTION, Tracking Number: CESG-03-014
1. The CESG recommends to the CMC that, since CCSDS Document "Radio Metric
and Orbit Data, CCSDS 501.0-B-1" is now 16 years old and the technical
content of this document has been superseded by current flight dynamics
practices, the document is now obsolete and should be retired and converted
to "CCSDS Historic" status.
2. HOWEVER, the CESG advises the CMC that:
A. The CMC should first advise and poll all agencies prior to taking
this action, to make
sure that no ongoing programme is using or planning to use this
document.
B. This document is an ISO Standard. The CMC therefore needs to work
with ISO
to make sure that the document is simultaneously retired within
both ISO and CCSDS,
and its status is therefore unambiguous.
C. Replacement documents do not yet exist. However, the Navigation WG
is developing new
Recommendations for attitude, trajectory, and tracking data
exchange based on current practices.
The trajectory Recommendation is expected to be finalized by
January 2004. The attitude and tracking
Recommendations are expected to be finalized in 2005.

Please forward this Resolution to the CCSDS Management Council, and notify
the CESG when the CMC takes action.
The results of the CESG poll Res-MOIMS-NAV-RM-OD-501.0-B-1 (that closed on
15 October 2003) with respect to this Resolution are as follows:
