[Moims-sc] [CCSDS] Enumerations Optimization - UShort to UOctet

Hi César,

can you tell us what is the objective of this change? As you surely 
knows, the existing encodings optimize the encoding space according to 
the maximum value of each enumeration.

By the way I just realize that the limit of an Enumeration is now 
aUShort, while it was a UInteger in MAL v1. What was the objective of 
this change?
