[Moims-sc] "PacketDistribution" service - initial input

As presented at our meeting just now, here's the input from Sam on the (to 
be very likely renamed!) "Packet Distribution" service:


For reference here also is the input Roger presented on the MDPD service, 
both the high-level concept proposal and the services outline work Roger 
did based on previous MPS work:
