A recent update of the CCSDS Navigation WG's Attitude Data Messages is currently out for Agency Review. See below for details. Note that unfortunately the URL below is mangled, so may not work. 

You can get to the document to review it, if you wish, by browsing https://www.ccsds.org and choosing "Reviews" from the menu. One of the two documents currently in review is the Attitude Data Messages update.

    DOCUMENT DESCRIPTION:  The Attitude Data Messages Recommended 
    Standard specifies two standard message formats for use in 
    transferring spacecraft attitude information between space agencies. 
    The current draft is a comprehensive update based on scheduled 
    five-year reconfirmation review.

    The due date for receipt of NASA Center review comments by the NASA 
    Review Coordinator is 15 August 2022.

    associated review materials are available for downloading at the

    REVIEW INSTRUCTIONS: NASA Centers are requested to send their sets of 
    review comments to the NASA Review Coordinator with a copy to the 
    NASA Head of Delegation to CCSDS.  Each review comment should be 
    submitted on a separate Review Item Disposition (RID) form.  If a 
    Center's review results in no RIDs, that Center is expected to inform 
    the NASA Review Coordinator at or before the due date stated above 
    that the Center has no RIDs to submit.

    The NASA review of the subject document will be based upon the 
    reviews performed by the affected NASA Centers. NASA Center review 
    coordinators (identified on the Web page linked above and included in 
    the To: field of this message) are requested to coordinate such a 
    review at their respective Centers.  NASA Centers that do not submit 
    RIDs are assumed to have no objection to NASA's approving the document.
