[MOIMS-NAV-EXEC] NASA/JPL Standards Budget Issues

Dear members of Nav WG:

I owe you an explanation of the lack of recent communications and deliverables on my part.

Although JPL is not a United States government institution, the bulk of JPL funding comes from the US government, and that includes the funding that is applicable to CCSDS work. Sometimes organizations receive fiscal year funding early, prior to the end of the preceding fiscal year. However, that was not the case for JPL’s standards budget... no Fiscal Year 2026 (FY26) funding has yet been received and the FY25 funding is effectively exhausted... there is a small balance remaining from FY25 that is currently reserved for Fall Meeting travel expense reports.

Consequently, for most of the last 3 weeks, I have been subject to a “stop work” order issued by my Program Manager for standards.

You may recall that in the draft meeting minutes I proposed a WG Telecon for this coming Wednesday, 22-Oct-2025... I have sent a meeting invitation for that telecon. HOWEVER, at this point it appears that telecon may not be possible. I am waiting for a confirmation from my Program Manager as to whether or not there is funding to support a telecon... if there is funding, we can keep the schedule proposed in the Fall Meeting minutes. Otherwise, I will necessarily cancel the meeting invitation.
