[MOIMS-NAV-EXEC] Launch Data Message proposal

Here is a proposal for a new Launch Data Message (originally proposed in 2015) for us to develop in CCSDS NAV WG.  I also attached a few proposed launch-relevant fields for the SANA registry (eventually).
