[MOIMS-NAV-EXEC] [CCSDS/RDM] Re-entry Data Message Red Book 1.5

Dear CCSDS NAVigators,

Please see attached the latest Red Book of the Re-entry Data Message, Red 
Book 1.5. The tracked changes version is tracked to version 1.4, which I 
think was distributed to the prototyping team, but not to the entire WG. 
Please let me know if you need any older Red Books.

The changes from Red Book 1 are:
the ORBIT_LIFETIME_CONFIDENCE keyword was renamed to 
ORBIT_LIFETIME_CONFIDENCE_LEVEL;
SANA registries are now used for the recommended values for REF_FRAME, 
IMPACT_REF_FRAME, and TIME_SYSTEM; an annex is still used for the 
recommended values of COV_REF_FRAME, as the needed SANA registry is not 
ready yet;
typos, inconsistencies, etc, etc, mostly fixed (something probably slipped 
through the cracks; this was fun and potentially never-ending).

Please let me know if you have any questions. The Yellow Book will follow 
shortly, I still want to do another round of proof-reading first.
