[MOIMS-NAV-EXEC] Prototype for Navigation WG References "Sub-Registry"

Dear SANA/Julien:

There's no pressing need at this time, since we are still implementing our suite of SANA registries and they are all still "candidates" at this point. The "Celestial Body Reference Frames" registry sent a while back (and implemented in beta) would have a higher priority.
