[MOIMS-NAV-EXEC] [CCSDS/RDM] Red Book 1, 3, updated XML schema, updated Yellow Book

Dear Nav WG,

Sorry for my tardiness in completing this, but I finally managed to 
produce:
the RDM Red Book 1.3
the RDM Prototyping Test Plan and Report 1.1
an updated XML schema for Red Book 1.3 (+some test messages)

They should all be attached to this version. I also received confirmation 
emails from all the agency reviewers that they are ok with the changes in 
version 1.3.

Please let me know if you have any comments.
