[MOIMS-NAV-EXEC] Request to Move a Registry from "Candidate" to "Approved"

Dear SANA Operator:

The CCSDS Navigation WG requests that the "Pointing Request Message" registry https://sanaregistry.org/r/pointing_request_message be promoted from "Candidate Registry" to "Approved Registry".

The rationale for this request is that the associated standard, the "Pointing Request Message", has recently been published as a CCSDS Blue Book 509.0-B-1 https://public.ccsds.org/Pubs/509x0b1.pdf .
