Dear all.

Regarding action 31: Look at implementation of epoch time system in abstract type, convey preference to Colin

The following figure (and attached schema) describes the provisional/proposed implementation of the event type and epoch type (this last subject of the action) for the NAV-WG.
The event abstract type is defined consistently with the definition by CSS

-          Regarding the child elements (i.e. user, earliestOffset, ...)

o   Capitalisation may be subject of discussion

o   Event type is derived from this abstract type such that the even name (e.g. AOS, LOS, ASCENDING_NODE, etc.) become the  element tag. An example of the event for ASCENDING_NODE derived from the abstract type is given in an below.

-          The choice of time type

o   Absolute:

§  extension of the existing ndm:epochType that already supports CSCSDS codes A/B in UTC

§  the extension provides the specific definition of the time scale to be used

§  ndm:epochType replaces the AbstractEventTime  in the CSS UML definition with (hopefully) no lack of generality

o   Relative:

§  Explicitly built for the NAV-WG but in line with the principles in the CSS UML design.

§  It does not derive from an abstract type but preserves the underlying structure. In particular is to be noted that the attribute epochTimesystem cannot be given directly in the RELATIVE_EPOCH element as the time scale is imposed by the two times in the children: either the time scale in the event defined by EVENT_IDENTIFIER or the time scale in the absolute time provided in EPOCH. This must require some discussion internally in the NAV-WG because it is not exactly what was agreed, but this has just been observed in this detailed design.

Colin: the purpose of the action was to address the implementation of the time types. I think this does; please tell me otherwise. If at the same time you have any comments on the rest, I'll appreciate to have them.
