Thank you for pointing out the formatting marks issues... because I didn't have my MS Word setup to show them, they were invisible to me. I have corrected those units in the attached versions (changes tracked and changes accepted).

Also, I realized that I had not followed one of our WG guidelines when I sent out the version earlier today... I didn't update the document metadata including version number and release date. So everyone should please discard the first "P1.0.7" that I sent earlier on Sunday. It "looks" like P1.0.6 from the metadata, but the internals have responses to your suggestions.

These versions have the correct metadata.

I am OK with all the corrections you made. I just want to draw your attention to the following point that explains my remark
regarding Tables 3-5 & 3-6 :
·         My Word editor has been set up so that it shows all formatting marks. When I open or print the version that you just sent, the unit that appears for PR N0 in tables 3-5 & 3-6 is : “dBHzzHzH” instead of dBHz (see the hard copy below).

If I set up Word to hide the formatting marks, the display and printing are OK.

Therefore, except if these special characters  “zHzH”  behind dBHz are useful, I would suggest that you remove them because it could be confusing.

Attached I have put a new version of the document (P1.0.7) that addresses your suggestions, I hope satisfactorily; I also attached the version which contains your comments/suggestions/questions. The "changestracked" version shows the revisions made. You also had some questions that I will answer here too. Hopefully the attached version can be forwarded to the Secretariat with a resolution to start Agency Review.

Sec 1.2.4:  "SFTP". I expanded the acronym so it is no longer ambiguous. As you note, there are other file transfer mechanisms. The list here was not meant to be exhaustive, just to note some of the alternatives. The Nav WG doesn't prescribe a transfer mechanism.

Sec 1.2.5.3:  You asked about Galileo navigation data. The WG has not discussed this in detail, but in general the TDM doesn't cover GNSS data (see 1.2.5.2). Galileo data is covered by the RINEX standard to my knowledge. In any case, the WG plans to begin discussions of the next version of the TDM soon and we can take up this topic (among others). We would like to get this version 2 TDM out (it's long overdue) before beginning detailed "future TDM" discussions.

Sec 1.2.6.7:  Typo. Fixed.

Sec 1.5:  Typo. Fixed.

Sec 3.1.4:  Suggestion to remove duplicate definition of "participant" taken; reader referred to 1.3.2 per your suggestion.

Sec 3.2.5:  You asked why specific versions of TDM should be agreed in an ICD... if exchange participants have implementations of a TDM processor that correspond to different document versions, they may not be compatible. So far this hasn't been an issue since we only have TDM V.1 out there. I didn't change the document here.

Sec 3.3.1.10:  Your suggestion taken regarding the characterization of 3.3.2 through 3.3.2.7.

Table 3-3, p.3-8:  Suggestion to remove duplicate definition of "participant" taken; reader referred to 1.3.2 per your suggestion.

Table 3-5 & 3-6:  dBHz = decibels referenced to Hz. The standard units for power to noise spectral density ratio.

Sec 3.5.6.1:  Extra space removed.

Annex B:  All paragraph numbers corrected.

Hi Brigitte:

I think I have created some confusion with respect to the proposed TDM Agency Review, for which I apologize.

The TDM P1.0.6 document by itself indeed has very few pages with changes, and could definitely be reviewed via Pink Sheets. However, the document I sent to Tom for his opinion was a comparison of TDM P1.0.6 to the TDM Version 1 Blue Book... and for that, there were a great many pages that were modified in some way. I did copy Mario on my message to Tom, and you probably got a copy of this cumulative change document since you are on the moims-nav-exec email list.

I have counted and classified the changes in the cumulative TDM revision document one of the following:

Minor changes: e.g., word choice, clarifications, table headings, paragraph numbering, etc. Note that a number of these were related to changes introduced by SANA or the CCSDS requirement to have an ICS (neither of which were available when TDM was originally published).

Medium changes: new metadata corresponding to new data.

Major changes: new tracking data types.

Results:

Minor:   8 pages non-normative, 27 pages normative
Medium:  6 pages normative
Major:   3 pages normative

In addition, there were a number of changes related to Annexes and the CCSDS requirement that all Normative Annexes appear before Informative Annexes... Adding the ICS necessarily led to all informative annexes being renumbered. Additionally when the TDM was originally published, the Security section was a Normative section; by CCSDS convention it is now in an informative annex... but the content didn't really change except to add a couple of SANA items and the fact that there are no patent issues. All TDM examples were updated to reflect the TDM version change from 1.0 to 2.0. New examples were also added for new data types; informative references were updated; rationales for the TDM requirements were added, and a couple of requirements deleted or modified; the summary reference was updated for new keywords. We also added material into the TDM that was moved from the NDM/XML document, which didn't really change, but appears to someone not familiar with the Navigation WG documents as changed material.

So... if it was just the medium and major changes counted above, Pink Sheets would be probably OK. But there are indeed a large number of changes in the prospective Version 2 TDM, most of which are not especially consequential. But I can understand why Tom made his decision.

Hello David,
Same remark as Mario. The quality of the book seems very good to me and I have very few comments. Furthermore, maybe I missed something but going through the book, I have got the impression that if  we ignore the modifications automatically introduced in the page footer of the document because of the new release number, there are not that many modifications in the new release of the TDM book.
Could you tell me how many pages are really impacted by technical changes ? (In the version that you sent us showing tracked changes, I found less than 10 pages that were modified from a technical point of view).

If I am right, I disagree with Tom and I think that you could go with pink sheets.

As you might have noticed I distributed WB7 to the working group a few minutes ago. I did my best to proof read it and meet all the technical editor's requirements, which led to a large number of editorial changes. Nevertheless, I think it is ready for Mario's approval.

I have attached the changes accepted version (both .docx and .pdf) and a spreadsheet that is the 'source file' for the only actual figure in the document.

Please let me know if there are any extra steps required from my side.
