[MOIMS-NAV-EXEC] Draft Minutes from Spring 2018 Meetings

I've attached draft minutes from the Spring Meetings at Gaithersburg.

My apologies for getting these out late... my experience continues to hold true... If I don't finish the draft minutes during the waning days of the meetings, I run into buzzsaw back at the office and it takes two weeks to get the minutes out. 

Please review, and if you have corrections, additions, suggestions, different recollections, etc., please let me know ("track changes" is activated, so you can just type into the minutes document itself and send it back to me if you desire). I hope to finalize the minutes at our first post-Meeting telecon 16-May-2018.
