Dear all,

Please find attached the Re-entry Data Message White Book 7, hopefully the 
final White Book.

Changes are tracked to v6. There appear to be a lot of changes, but most 
of them are editorial and done to minimise the amount of work the 
technical editor needs to do. Referencing style to figures, tables and 
re-ordering the references list accounts for 90 %. The rest are improving 
consistency. There are two exceptions:
one normative paragraph on ORBIT_LIFTIME and NOMINAL_REENTRY_EPOCH was 
added at David's suggestion;
one keyword was changed at Daniel's suggestion; this was supposed to be 
changed in White Book 6, but I missed it at the time (sorry!)
