[MOIMS-NAV-EXEC] ISO 21095: Procedure for limiting risk of reentering spacecraft and LVs

I've obtained permission to share the ISO 21095 *** DRAFT *** standard, "Procedure for limiting risk of reentering spacecraft and Launch Vehicles", with you.

This material is primarily being provided to you as background information and to seek consistency between our current CCSDS Reentry Data Message standard and the long-running ISO 21095 activities.

Note that ISO 21095 is currently under vote at the CDV stage.  If you have any comments on this document, you should send those through National Body (for individual comments) or through Fred Slane (overall CCSDS liaison) the Nav WG/CCSDS community achieves consensus on such input.
