[Moims-mp] Latest draft of Mission Planning and Scheduling Green Book

Dear all,

For the ones that missed the last MPS WG telecon; the Green Book has now 
been updated with drafts for chapters 2-4. The current draft chapters will 
be subject to review and discussion in this week's WG meeting. As such, 
please have a look at the current contents before the meeting.

The latest issue of the document is still in the same place as a Google 
document, accessible to anyone who has the link:

Please be reminded that this is a working document, so comments and
