[Moims-ipr] Some comments from the CCSDS Document Editor

Dear all,

There has been some critics from Tom Gannet, who is complaining that the time
dedicate to each document has increased with the years due to the lack of
experience of the new generation of CCSDS members in  writing standards
according to the procedures
