[Moims-ipr] Resolutions for 5 year reaffirmations of the 5 DAI/IPR Recommendations now due

As requested, I've drafted resolutions to reconfirm the following 5 
Recommendations for 5 years.
We discussed these reaffirmations during joint IPR/DAI portion of the 
recent meeting.

(ISO 12175) CCSDS-620.0-B-2 Standard Formatted Data Units — Structure 
and Construction Rules
(ISO 15888) CCSDS-622.0-B-1 Standard Formatted Data Units — Referencing 
Environment
(ISO 13764) CCSDS-630.0-B-1 Standard Formatted Data Units — Control 
Authority Procedures
(ISO 15395) CCSDS-632.0-B-1 Standard Formatted Data Units — Control 
Authority Data Structures
(ISO 22643) CCSDS-647.3-B-1 Data Entity Dictionary Specification 
Language (DEDSL)—XML/DTD Syntax (CCSD0013)

I believe that there is an agreement that the first 2 should fall under 
IPR and the last 3 under DAI.
If you or Lou feel that the Control Authority or DEDSL documents should 
be handled under IPR that is OK with me also.
