[Moims-ipr] XTCE Tutorial

Dear all,

This is only for info, and is a general tutorial.

As you know ESA has been deeply involved in the OMG XTCE proposal for
standard. I am currently the CCSDS representative in the votation Group, and
the XTCE will shortly start the Agency review within CCSDS.

They have an XML packaging mechanism. I believe that IPR should participate
in the public review.
