The schedule could foresee some inter-WG teleconf (with SOIS,SEA...) in Q1 2004.

The charter should not make explicit referenc to use of a contractor to develop
the White Book, and the White Book ought to be developed as a joint activity by
more than just one agency. The Charter makes explicit reference to "Flight
Dynamics, Mission Planning, Automation, and Performance Evaluation" but makes no
mention of command, control, data management, storage management, and other
potentially important services.
This should be rectified.
