[Moims-ipr] Change of schedule

Dear all,

This is to inform you that the CESG decided to accept all schedules changes as
proposed by the WGs.

This means that the schedule to be monitored is the last agreed one.

I have incorporated in the IPR schedule:

- 3 months for the RB (now March 2004) and 5 months for the BB (May 2005)
