[Moims-dai] Updates to draft OAIS-IF BB

I've been adding some suggestions for Switchboard and RRORI interface - see

The idea is that the information from these may be in a simple text file
(properties file) - which requires very little software - or may be accessed
via REST  etc., and received via an Info Package.
