[Moims-dai] Liaison list

We had a question in our telecon this morning about whether CCSDS still had
a liaison with TC211 (Metadata for earth observing).  Investigating, I found
on the SC13 website this list of liaisons dated April 2018.  It lists a
Liaison between SC13 (CCSDS) and TC211, and the CCSDS POC is David Giaretta.
