Mike, all,My quick observations are not to endorse or disparage this report.
The committee that drafted the report does not contain anyone from the USA, UK, or virtually any CCSDS country.
The focus arises from a records management perspective as seen in the bibliography which only references ISO records management standards - NO mention of ISO 16363, OAIS, or ISO 16919.
Since it is records management oriented it stresses non-traditional record types (web, email, social media) and offers rather simplistic views of traditional repositories (archives, libraries, museums).  It is an adequate starting place but the digital preservation community actually is far beyond these principles.
The failure to deal with the issues various CCSDS committees are addressing or to discuss obtaining outside confirmation of best practices leaves  us an opportunity to take their concepts much further and to draw any such concerned programs and personnel to our efforts.
