Dear Mark, all,

I was involved in the discussions with Eld, Matthias and Felix in drafting the OO-IO section and attended the last call when this was discussed. As I unfortunately won’t be able to attend today’s call, I want to briefly give my input this way.

The institution I work for, TIB – German National Library of Science and Technology – maintains a digital preservation system, which (or parts of which) is involved in several archives.

1.       TIB archives its own holdings in an OAIS compliant, nestor Seal (DIN 31644) certified OAIS

2.       TIB functions as a host and provider to two other large German national subject libraries (ZBW – Leibniz Information Centre of Economics, and ZBMED  - Information Centre for Life Sciences). Both maintain an OAIS which consists of the bit repository and application layer (IO from TIB’s point of view) and e.g. (functional) preservation planning done directly by ZBW or ZB MED (OO, from TIB’s point of view). As such,  some functional entities may take place in both OO and IO, but with a different focus. While ZBW / ZB MED conduct functional preservation planning themselves, TIB still needs to conduct preservation planning on the storage / bit side, i.e. in form of planned storage migration or decision regarding number of copies.

3.       TIB functions as a Digital-Preservation-as-a-Service provider to other institutions who do not want to maintain their own digital preservation infrastructure and staff. As opposed to ZBW and ZB MED, who have access to parts of TIB’s preservation infrastructure / digital preservation system, these typically small to mid-sized institutions simply prepare deposits in a pre-SIP packaging. While we define policies with them, describing what we do with the data and while they remain the owner of the data, functional entities like preservation planning are conducted within the IO on a functional and bit level.

In documenting these different processes and constellations, the Inner OAIS/ outer OAIS model has been extremely valuable. Especially when defining policies which point to different responsible parties (IO / OO) but moreover during the certification process, it has become very difficult to describe distributed digital preservation processes. During our own certification processes as well as those of our partnering institution ZBW (who is DIN 31644 certified on its own) we received many reviewer questions which could be best met via a model such as the IO-OO.

I therefore disagree with the statement that it creates confusion about what is and what isn’t an OAIS. Quite to the contrary, in distributed environments where several institutions either use a centralized system or where institutions rely on other service providers, the IO-OO model allows to adequately describe responsibilities, interactions and dependencies for different functional entities. The inclusion of the IO-OO would be much needed and welcome – not just from my instiution’s point of view but from many others I’ve spoken to (e.g., in the context of the Open Preservation Foundation).

Hi David,

I intend to be on the call tomorrow.

1. What is it useful for?

2. Creates confusion about what is and isn't an OAIS.

3. Not sure if the statement is true per se. Depending on the service being sought - for example, replication and geographic dispersal of copies of very large (petabyte to exabyte) collections - an OAIS may or may not be the best provider of the service. Even if we were to take the assertion as true, it could be stated in one sentence. Along with the statement that an OAIS could outsource some services, these two statements could replace all of Section 6.1.5 without all the confusion about what is and is not an OAIS.

My attitude is that the OO-IO terminology

  1.  is potentially useful
  2.  does no harm and does not affect conformance
  3.  has the benefit of enabling one to say that if an OAIS does rely on another organisation to provide a service, it is advantageous that the information the 2nd organisation needs to provide that service is preserved in the best possible way i.e. that 2nd organisation is itself an OAIS.

Of course we can argue about all those points!
