[Moims-dai] OAIS Version 1

Hi,

 

I'm attaching the original version of the OAIS standard.  We have wandered
into discussions of interactions between archives.  This first version had a
Section 6 that addressed that, but it was dropped in the second version.  If
we add such a discussion back in this third version, perhaps we can reuse
some material.
