I agree with John. I think this is an issue that could be addressed at
the *next
*5 year review. Given the extensive analysis needed for this SC if we
address it now, we may still be resolving SCs for this 5 year review when
the next one is due. As John mentions, accepting this SC would potentially
raise many issues of backwards compatibility.
