Unique AIP Identifier for each AIP in the Federation. Each members of the Federation has the responsibility to provide each of its AIPs with a unique identity. It would be advantageous for these identifiers to be Globally Unique Persistent Identifiers.

Consider the following:

When all members of the Federation are not yet known, it might be advantageous to assign a global persistent identifier to each AIP, which could serve as a unique identifier.  An example of a standard would be the Digital Object Identifier.
