20170808: RESOLVED: "Any Submission Agreement should make it clear whether
the Content Data Object contains links to other information. If there are
such links then the Submission Agreement should make it clear whether that
referenced information is included in the SIP. For example, a document
submitted may contain hyperlinks to web pages or documents, and a decision
must be taken as to how these are to be treated by the Archive."
