I don't think that one can make the clean distinction as you suggest i.e. "understand for sentient beings; use for algorithms, software, and automated systems"

 

For example I would argue that a digital object which is a JPEG image is _used_ by a human to display or print and image, with display software as the RepInfo. I think it would be difficult to say in general that a human _understands_ the image. Of  course the human _may_ understand an image which is a scan of a page with writing on it, but that would be a special case. 

 

In the case of scientific data the human may both understand and use that data. 

 

The details are provided by the Preservation Objectives.

 

That is why I used "understand/use", to indicate this fuzziness.

It will take me a while to work through this.  One observation so far:  the pairing "understand/use" (found in several paragraphs) should be reconsidered.  At a minimum, I'd suggest "understand or use" to allow the broadest interpretation (understand for sentient beings; use for algorithms, software, and automated systems).  As I said in an earlier email about the need to support reprocessing,  much of the utility of digital preservation (and probably a key part of relevant archives' Preservation Objectives) is in the ability to recreate the initial data codings to allow later verification or improvements of earlier algorithmic studies of the data content.
