I had suggested that we just point out that people can join the MOIMS-DAI mailing list?  That will allow them to take part in all the discussions. What other participation would be involved other than arranged via the mailing list?

I agree with all the positive comments for keeping a paragraph that invites more participation, so I withdraw my “delete the paragraph” suggestion.  

 

My concern was with the phrasing “Should the decision be taken to update the OAIS Reference Model…” because it’s a given that we will update the reference model based on the comments received in response to this announcement.  Well, if not a “given” it’s at least a 99.9% probability.  So I would recommend deleting only that first phrase and starting with something like “When the document is revised based on the comments received in this review process, there will be an opportunity to participate…”

All,

John makes very valid points for keeping the paragraph.  On the positive side, in addition to getting all issues raised before CCSDS approval, it could bring PTAB and DAI new talent with energy and resources. Given the overall process and rules  I do not see too much of a downside.

It is possible that we may be inviting disruptors, but we were all the new disruptors once.  This paragraph was in the call when we distributed before the last update 10 years ago and it didn’t result in that many new participants.  Many potential disruptors won’t have resources behind them.  And most disruptors don’t have enough interest to continue participating when the other participants hold the line on what we expect the standard to be and on what CCSDS has approved.  And a failsafe that we have is that officially in CCSDS, their home nation’s Space Agency needs to approve their participation.

 

Another reason is that we want the ISO review to not bring up any new comments.  We want  all the comments and problems coming up during development of the CCSDS version.  It causes real problems to have an approved CCSDS issue and then have to create a new issue (even for minor changes) due to comments only coming in during the ISO review.  During the ISO review, we can’t really prevent anyone from participating since the comments come in through any ISO country’s review.
