[Css-csts] RID disposition for 901x03 Functional Resource Model Red Book

Dear Colin,
Thanks for the swift RID processing. I am fine with all changes and have added a couple of ‘shall’ to further address RID 01.

I tried in Annex F an outline of the FRM update process. The process includes two level of review, basically the authoring WG and then a CCSDS wide review. That is what we have done so far and I am hoping it is not completely wrong. If that can be agreed, I can describe the process in a bit more detail. As you will see, I am not so much of a fan to describe the FRM tooling in the Magenta Book; for me that is rather something CCSDS/CSS internal. But perhaps there are some beneficial aspects of describing the FRM tooling in the Magenta Book I did not consider so far.

I have put the CSTS WG in CC. Dear CSTS colleagues, please have a look at the FRM Magenta Book RID dispositions. They will be discussed in our telecon at the 14th of December (this year).

                                   please find attached (my) RID dispositions for 901x03, along with an updated version of the document updated as per the RID dispositions. There is one RID that has not been fully addressed and that is RID 7, viz;

"Consider adding an annex on maintenance of the FRM.  This can outline such things as use of the FRM editor tooling and a general process of how the FRM model (in SANA) is administered and governed."

I've added a place holder annex, do do not feel that I'm best placed to provide the contents, if somebody wants to provide me with suitable text I can stick it in the document.

If anybody wants it I can provide them with the Access database of the RIDs, of which there are 16 in total that I'm aware of.
