[Css-csts] Resolution CSS-R-2022-08-001, retirement of FSP recommended standard

Attached and also listed below, please find a resolution for retiring the Space Link Extension - Forward Space Packet Service Recommended Standard.

CSS-R-2022-08-001, Resolution for Retirement of Space Link Extension Service - Forward Space Packet (CCSDS 912.3)

The CSS Area,

CONSIDERING that there are no known users or missions flying with the CCSDS Recommended Standard, Space Link Extension - Forward Space Packet Service Specification, CCSDS 912.3, (FSP);

and RECONIZING that FSP as currently constituted is incompatible with CCSDS 350.-B-1, Space Data Link Security Protocol (SDLSP);

and DETERMING that revision of FSP to be harmonious with SDLSP is non-trivial;

RESOLVES to retire FSP;

And REQUESTS that the CCSDS Secretariat initiate the procedure for classifying the FSP as a CCSDS Silver Book.
