[Css-csts] FRM Magenta Book Publication Package on CWE

CSTSWG colleagues:
I have updated the FRM draft Magenta Book to reflect the various decisions that we made in the Fall Workshop, and to perform various last-minute cleanups. The result is, in my opinion, ready to forward Erik with the request for an Agency Red Book review.

The following list summarizes the updates that have been made:

-        Updated VLF Sync, Channel Encoding and OID Generation to TM Sync and Channel Encoding, and deleted the OID Generation function.

-        Reworked the definitions of the AOS MC Mux and FLF USLP Mux FRs so that they now perform the OID Frame generation function.

-        Deleted the VLF Sync & Channel Decoding FR Set

-        Deleted the VLF USLP Reception FR Set.

-        Deleted (approved) and (candidate) qualifiers on FRs.

-        Added reference ([39]) to forthcoming FRM Maintenance Yellow Book.

-        Added citation to reference [39] in NOTE 2 of section 2.6.1.

-        Deleted unused references and renumbered remaining references.

-        Updated the list of Acronyms.

-        Updated the Forward Frame CSTS Provider definition to acknowledge that the CADU mode will not be used with AOS or FLF USLP because the dynamically-randomized Only-Idle-Data frame requirements render the CADU mode essentially useless.
