[Css-csts] Updated FRM draf Magenta Book (W-0.7) on CWE

I have just uploaded an updated copy of the Functional Resource Model draft Magenta Book (W-0.7) to the CWE:

The major thrust of this update was to align the material on the Tier-2 FRs with the Tier-2 definitions that Wolfgang provided last week, and to document comments on and questions about those FRs. In addition, there are a number of other updates, including:

a)     Moves Open Loop Data Collection into the Physical Channel stratum

b)     Adds the xxxProdStatChange event as an even that is common to all transfer service provider FRs

c)     Adds a new section for the VLF Sync and Channel Decoding FR (this was formerly called TC Sync and Channel Decoding, but that name is misleading because the ESLT will not decode TC frame, only VLF USLP frames)

d)     Deleted the SLE FSP FR

This is the "complete" version of the draft MB - that is, it includes all FRs for which any work has been done, even though we haven't assigned some of them to a "tier" yet. However, The Tier-1 FRs are indicated by the suffix "(approved)", and the Tier-2 FRs are indicated by the suffix "(candidate)". As with the Tier-1 version of the draft MB, when we are ready expose the Tier-2 candidate registry definitions to outside (of CSTSWG) subject matter experts, I will trim whatever version of the complete draft exists at that time down to a version that contains only the approved Tier-1 and candidate Tier-2 FR definitions that that exist at that time.
