[Css-csts] Updated FR Work Table on CWE

CSTSWG colleagues ---
I have uploaded the fr_work_table spreadsheet, which has been updated to (a) reflect the FRs that have been included in Tier-1 (in green) and (2) include columns for FR Spectrum and FR Set. These 2 new columns are used to sort the FRs in the spreadsheet in accordance with their order in the SANA registry and the Functional Resource Model White Book (WG draft Magenta Book).
